Connecting to the electrical network
Documents required for connection to electricity, obtaining ATR (technical approval for connection)
In this article, we will present the documents necessary to connect to the electricity distribution network. First of all, we will extract from the ANRE legislation the paragraph in which reference is made to all the documents necessary to obtain the technical approval for the connection. At the end we will make some clarifications.
Article 14 of ANRE order 59 / 2013:
For a new consumption and/or production site, the documentation attached to the connection request includes, depending on the user category, the following documents:
a) location notice in copy, if applicable
b) the technical and energetic data characteristic of the user's place of consumption and/or production, according to the regulations in force at the date of submission of the connection request, including the energy data contained in the technical approvals for connection - framework content, approved by the competent authority;
c) the urban planning certificate issued in order to obtain the building permit for the objective or for the installation carried out on the respective production or consumption site, within the validity period, in a copy;
d) the situation plan to scale, with the location in the area of the place of consumption and/or production, covered by the issuer of the urban planning certificate as an annex to it, for new constructions or for existing constructions that are modified, in copy. For the existing constructions that do not change, the location sketch is sufficient, with coordinates from which the position of the place of consumption and/or production can be precisely derived;
e) The approved zonal urban plan (PUZ) or the approved detailed urban plan (PUD), if this was requested through the urban planning certificate, in copy;
f) copy of the identity document, the certificate of registration at the Trade Register or other legal operating authorizations issued by the competent authorities, as the case may be;
g) the property deed or any other document certifying the right of use over the land, premises and/or building that constitutes the place of production or consumption for which the connection is requested, in copy. In the case of premises that are not owned by the user, the written consent of the owner is required for the implementation of electrical installations and/or energy capacities;
h) the construction authorization for the objective that is carried out on the respective production or consumption site, within the validity period, in a copy, in the situation where the connection of a construction site organization is requested for its realization;
i) other documents that the applicant considers necessary to submit in support of his application
Remarks:
Do not submit the connection application if you do not have at least the documents mentioned in points c, f, g. In the absence of the land ownership document and an urban planning certificate for the objective to be supplied (home, shop, church, etc.) you will not receive a technical approval for connection!
Do not submit the connection request by filling in only your name, without contact details, without an exact address. I have heard many cases, where people who wanted to supply a place of consumption on an "unnamed" street wrote in the connection request "Tarla 5 Plot 3", without a phone number, without an email address. If you do this, the chances of receiving a connection solution are significantly reduced. In conclusion, a phone number where you can be contacted is mandatory.
In some cases, the people who travel to the field in order to provide connection solutions do not make "appointments", they can call you even when they are in your town, maybe on your street, so keep the phone close to discuss the details with them related to the location of the measurement block.
If it is about a rented space to be supplied, most of the time, the distribution operator will request that the document proving that you are tenants be authenticated by a notary. You also need a document, in writing, through which the owner allows you to carry out electrical installations on his property.
In the event that you wish to obtain a Temporary ATR (temporary connection technical approval) for site organization, in view of the erection of the construction, it is mandatory to present the construction authorization for the construction, the electricity supply contract will be concluded during the validity period of the authorization to build. We advise you to take the steps to obtain the definitive ATR in parallel, since, depending on your location, the connection process can take between 2 and 12 months (the longest period of time elapsing, in general, to obtain the authorization to build the branch).
